Harlow's black cab package is a £150 grant for each of 50 eligible drivers plus a waived renewal fee, but the decision and its signed report disagree on the waiver.

Harlow Council’s “major new support package” for the town’s black cab drivers is now on record. It is a one-off grant of £150 per driver, plus a waived licence renewal fee.

The council’s report says 50 Hackney Carriage drivers are eligible. The grants alone come to £7,500.

The Leader of the Council, Councillor Dan Swords, took the decision on 11 September. It was published on 14 September and is not subject to call-in. (Harlow Council, decision 1246)

Why drivers are being paid

The town centre rebuild has closed and moved taxi ranks. The council’s report names the works behind it:

  • the Arts and Cultural Quarter at Playhouse Square
  • works at Post Office Road and Crown Gate
  • the new Sustainable Transport Interchange

The report says black cab drivers are hit harder than other traders. They have to work from designated ranks, and they “do not typically rely on pre-booking platforms, app-based fares, or telephonic dispatch systems”. Their income depends on where the rank is and how many people pass it.

It accepts that temporary ranks “cannot fully replicate established trading conditions”. The wards affected are Little Parndon and Town Centre.

The decision and the report say different things

The published decision and the signed report attached to it do not match on two points.

The licence waiver. The published decision offers a waiver of one year’s renewal fee at the driver’s next renewal. Drivers who prefer a three-year licence get the value of a one-year renewal knocked off instead.

The signed report, dated 7 September, describes something more generous. Its summary promises “a three-year free license renewal”. Its version of the decision offers a three-year renewal waiver, or “a refund for renewals since January 2026”.

The funding. The report says the cost comes from the council’s Regeneration and Enterprise Reserve. The published decision says the scheme will be delivered “within existing approved budgets”.

The difference matters to drivers. Harlow’s renewal fees are £124 for one year and £295 for three years. On the published decision, a driver’s package is worth up to £274. On the signed report, it is worth up to £445.

The published decision is the council’s formal record. Neither document explains the change, and the refund for renewals already paid since January appears only in the report.

Who qualifies

Both versions set the same conditions:

  • you hold a Hackney Carriage driver licence issued by Harlow Council
  • you have held it continuously since January 2026
  • you work from town centre ranks affected by the regeneration works

Private hire drivers are not included. The report ruled out extending support to all businesses, because “broader programmes have already ensured continued access for other traders”.

The report also suggests the council consider clawing the grant back if a driver is given warnings or loses their licence.

What the announcement did not say

The council announced the package on 7 September, four days before the decision was taken. It promised “grants and a period of free licensing”, new ranks, and a main black cab rank at the new Bus Station.

The release gave no grant amount, no length of free licensing and no number of drivers. The decision record now supplies the first and third. The second depends on which document you read.

What it means for you

  • If you drive a Harlow black cab, the decision does not say how or when the grant will be paid. That is left to the council’s Section 151 officer, and Harlow Council’s licensing team is the contact.
  • If you renewed this year, ask whether the refund in the signed report applies. The published decision does not mention it.
  • If you use the town centre ranks, the report promises “new and improved permanent taxi rank provision” as part of the works. It gives no date.
